The data-center debate is not only about who pays. It is also about who gets to decide. Part Two of Techstrong’s Follow the Lobby Money investigation examines how incentives, nondisclosure agreements and state preemption can shape development agreements before residents understand their scale or have an opportunity to respond.

Through state and local case studies, the report traces the sequence by which projects gain momentum and communities can lose decision-making authority. It also considers counterexamples where public information and meaningful local votes gave residents a real role in the outcome, without assuming that every project is improper or every rejection is justified.
